Solution:
Step 1: Identify the Submit Button
Press each button once until one appears to issue you a strike (this does not actually register a strike), UNLESS pressing a button causes the readout to display a glitched number, in which case, you MUST press the same button again. The button which issued you the fake strike is the submit button. From now on, never press this button unless you have identified the correct answer.
From now on, if you ever get lost or confused, you can always return to this step and begin fresh. As long as you always remember which button is Submit, and never press that button until ready, you cannot and will not strike.
Step 2: Find the Correct Neighborhood
Press the remaining non-submit buttons at until the readout displays one of: 21, 14, 43, 37, 72, 68, 85, 56. It may be helpful to follow this pattern repeatedly: ABCDCBAX, where A, B, C, and D are the 4 non-submit buttons assigned to your liking, and X is any one specific non-submit button (again assigned to your liking). This oscillating pattern is guaranteed to find one of the numbers in the list in constant time.
A trick for memorizing the above list of numbers comes from the fact that the numbers all share 1 digit with another number. I.e., instead of memorizing 8 two-digit numbers, you only need to memorize 8 digits in order, with a delineator: 21437;685. Any two adjacent numbers in these sequences, with wrapping, is a target number (e.g., 685 = 68, 85, and 56; which is why the delineator is important).
Step 3: Find and Submit 00
Once the readout displays one of the above numbers, try each non-submit button exactly 3 times each. 2 of the 4 buttons will cause the readout to cycle ONLY between the above numbers, plus possibly a single glitched number.
Once identified, hit these 2 buttons at random (or in any pattern as described above) until the readout displays a glitched number, then press the submit button identified earlier.
